Postgraduate Course in E-Commerce and Digital Services

Digital services today constitute a significant part of the global economy and have become deeply integrated into everyone’s daily life. The evolution of the market and technology, as well as the experience gained from the application of Directive 2000/31/EC (the E-Commerce Directive) and the corresponding national laws, such as Portugal’s Decree-Law No. 7/2004 (E-Commerce Law), led to the presentation, in December 2020, of the Proposal for a Regulation on a single market for digital services. This process culminated in the Digital Markets Act (Regulation (EU) 2022/1925) and the Digital Services Act (Regulation (EU) 2022/2065).

The Digital Services Act, which will be the focus of this course, was approved on October 19, 2022, and will be applicable from February 17, 2024, with some provisions having come into effect on November 16, 2022.

This regulation is a complex text that, while maintaining some continuity with the previous legal framework, introduces a significant set of new rules. The aim of this course is to offer participants a detailed and in-depth analysis of the content of this new regulation, helping to clarify the doubts that arise with its imminent application and promoting the discussion of the fundamental, doctrinal, and practical issues it entails.

Course Details:

  • Duration: February to June 2025
  • Schedule: From 6:30 PM to 9:00 PM, usually on Mondays, except on the days marked in the program due to holidays.
  • Format: Online classes via Zoom, with the link provided by the course organizers.

Evaluation Regulations 2024-2025

Topic of the Paper

It must address one of the topics covered in the Course.

Maximum Length of the Paper

  • It must have a minimum of 20 and a maximum of 30 pages, typed.
  • It should be written in 12-point Times New Roman font, with 1.5 line spacing, and footnotes in 10-point font of the same type.

Deadline for Submission:

  • By September 30, 2025.

Exceptionally, the submission deadline for the written paper may be extended for a period of one month. A maximum of three extension requests are allowed, with an additional fee of €100 (one hundred euros) due for each extension.

A paper copy and another digital copy (*), sent to the email address: idc@idconsumo.pt.

The paper version can be delivered: i) in person, on any business day, in an envelope addressed to IDC and left at the reception of FDUL, or ii) by mail, to the address indicated below.

(*) The date and version of the work submitted in digital format shall prevail.

The timely submitted written work will be evaluated by one of the Course Coordinators or by a lecturer chosen by the Coordinators.

The written work will be graded on a scale from 0 to 20.

If the written work is graded below 8, the student will be considered to have failed.

If the student chooses to enroll in the full course with evaluation, they must submit, at the end of the course, a written work on a topic of their choice, as long as it relates to one of the subjects taught.

Tuition Fees

Registration Fee: €50 (non-refundable).
Complete Course without Evaluation: €1,300 (if the evaluation option is chosen, an additional €100 is charged).
Individual Modules:

  • Module I (€175)
  • Module II (€700)
  • Module III (€525)
    (If the evaluation option is chosen, an additional €100 is charged).

Price for Individual Lecture(s): €50 (with attendance certificate).

Payment in Installments

  1. Students who choose to enroll in the complete course, with or without evaluation, can pay the tuition fees in three equal installments under the following conditions:
  • The first installment must be paid at the time of registration;
  • The second installment by March 31, 2025;
  • The third installment by May 31, 2025;
  • Evaluation Fee by June 22, 2024 (if applicable).
  1. Payment in installments does not affect the right to the discounts agreed upon in the Protocols referred to in the 1st special condition.

Discounts (Use discounts with the IDC prefix when applying)

  • 10% for Lawyers and Trainee Lawyers with an active registration in the Portuguese Bar Association (OA), and alumni who graduated less than 2 years ago from the Faculty of Law of Lisbon;
  • 20% for members of the National Association of Young Portuguese Lawyers (ANJAP);
  • 20% for members of the Academic Association of the Faculty of Law of Lisbon;
  • 20% for final-year undergraduate students, and master’s and doctoral students at the Faculty of Law of the University of Lisbon;
  • 30% for groups of 4 or more students
  • Cumulative early bird discount of 10% on the tuition fee for registrations made by November 30, 2024 (for approved applications with the registration fee paid).

If a student falls into one or more of the categories listed in the previous sections, they may choose the highest value discount, without the possibility of combining discounts.

Postgraduate students who enroll in the complete course option and have paid the full tuition fees will receive, depending on availability, a choice of either a volume of the Studies of the Institute of Consumer Law, Vol. V (AAFDL, Lisbon, 2017) or a volume of the New Liber Amicorum Mário Frota (2023).
