A actualiza\u00e7\u00e3o do s\u00edtio electr\u00f3nico do IDC \u2013 Associa\u00e7\u00e3o para o Estudo do Direito do Consumo (doravante, designado abreviadamente por IDC) marca um momento importante na vida desta institui\u00e7\u00e3o nascida no princ\u00edpio do s\u00e9culo XXI.<\/p>\n
O IDC foi fundado em Dezembro de 2001 por um conjunto alargado de conceituados Professores e Assistentes da Faculdade de Direito da Universidade de Lisboa (a primeira Direc\u00e7\u00e3o foi presidida pelo Professor Jos\u00e9 Oliveira Ascens\u00e3o, sendo Vice-Presidente o Professor Lu\u00eds Menezes Leit\u00e3o), depois de a sua constitui\u00e7\u00e3o ser previamente aprovada pelo Conselho Cient\u00edfico na reuni\u00e3o plen\u00e1ria de 23 de Maio de 2001 (acta n.\u00ba 5\/2001, ponto 15), tendo ainda, na reuni\u00e3o de 25 de Julho de 2001, sido deliberado que o Instituto deveria gozar de personalidade jur\u00eddica (acta n.\u00ba 9\/2001, ponto 16).<\/p>\n
\u00c0 \u00e9poca, a constitui\u00e7\u00e3o do IDC representou um passo muito significativo da FDUL no sentido de promover o desenvolvimento desta \u00e1rea do conhecimento jur\u00eddico que, embora dotada de elevada import\u00e2ncia social, n\u00e3o gozava de reconhecimento institucional condizente. Em 2015, o IDC tornou-se Instituto Associado do Centro de Investiga\u00e7\u00e3o de Direito Privado (CIDP) da FDUL e, em 2021, foi-lhe reconhecido o estatuto de utilidade p\u00fablica.<\/p>\n
Ao longo das \u00faltimas d\u00e9cadas, as actividades do IDC t\u00eam abrangido diversos sectores, designadamente, o ensino e forma\u00e7\u00e3o, investiga\u00e7\u00e3o e divulga\u00e7\u00e3o do Direito do Consumo, estendendo-se, mais recentemente, \u00e0 presta\u00e7\u00e3o de servi\u00e7os de forma\u00e7\u00e3o profissional aos quadros de entidades reguladoras nacionais com quem tem celebrado os competentes acordos de colabora\u00e7\u00e3o.<\/p>\n
No \u00e2mbito do ensino e da forma\u00e7\u00e3o, o IDC j\u00e1 organizou cerca de tr\u00eas dezenas de ac\u00e7\u00f5es, entre Jornadas, Col\u00f3quios, Cursos de P\u00f3s-gradua\u00e7\u00e3o (de dura\u00e7\u00e3o semestral ou anual) e Cursos Intensivos, que contribu\u00edram para a forma\u00e7\u00e3o especializada de in\u00fameros juristas no dom\u00ednio da defesa do consumidor.<\/p>\n
Em mat\u00e9ria de investiga\u00e7\u00e3o, o IDC promoveu entre 2002 e 2017 a publica\u00e7\u00e3o de cinco n\u00fameros do seu Boletim, que constitu\u00edram importantes colect\u00e2neas doutrin\u00e1rias, servindo, sobretudo, para apoiar os estudos jur\u00eddicos de natureza acad\u00e9mica e o trabalho dos profissionais do foro.<\/p>\n
Ainda no campo da investiga\u00e7\u00e3o, o IDC chamou a si, em 2023, a organiza\u00e7\u00e3o de uma nova compila\u00e7\u00e3o doutrin\u00e1ria, mas agora de car\u00e1cter enciclop\u00e9dico (Estudos de Direito do Consumo), que reuniu, em quatro Volumes, com cerca de 3.400 p\u00e1ginas, os contributos de mais de cem autores de v\u00e1rias nacionalidades (em especial, do continente europeu e dos pa\u00edses de l\u00edngua oficial portuguesa), que procuraram descrever com rigor o estado actual de desenvolvimento do Direito do Consumo nos respectivos ordenamentos jur\u00eddicos. Na sua \u00e1rea de especialidade, os Estudos de Direito do Consumo constituem a maior obra colectiva que, at\u00e9 hoje, foi publicada em Portugal.<\/p>\n
No plano institucional, o IDC tem celebrado v\u00e1rios protocolos e parcerias com entidades nacionais (ASJP, DECO, DGC, MPEP, OA, ICAP, ANACOM e o SMMP), incluindo a Administra\u00e7\u00e3o P\u00fablica (Direc\u00e7\u00e3o-Geral do Consumidor) e estrangeiras. Neste \u00faltimo \u00e2mbito, destaca-se a presta\u00e7\u00e3o de servi\u00e7os \u00e0 Comiss\u00e3o Europeia, assegurando a actualiza\u00e7\u00e3o do conte\u00fado do Direito do Consumo e do marketing para a sec\u00e7\u00e3o de Direito do Consumidor no portal europeu da Justi\u00e7a, bem como a celebra\u00e7\u00e3o de um Protocolo de colabora\u00e7\u00e3o com o Minist\u00e9rio P\u00fablico do Estado do Paran\u00e1.<\/p>\n
Este novo s\u00edtio electr\u00f3nico do IDC visa satisfazer um duplo prop\u00f3sito. Por um lado, pretende constituir um espa\u00e7o privilegiado de divulga\u00e7\u00e3o da sua hist\u00f3ria e de todas as actividades curriculares levadas a cabo pelo Instituto. Por outro, prop\u00f5e-se valer como instrumento de apoio \u00e0 investiga\u00e7\u00e3o jur\u00eddica na \u00e1rea do Direito do Consumo, oferecendo campos pr\u00f3prios com estudos especializados, indica\u00e7\u00f5es bibliogr\u00e1ficas fundamentais e a legisla\u00e7\u00e3o nuclear sobre protec\u00e7\u00e3o do consumidor. Futuramente, ainda se quer criar uma base de dados jurisprudencial que recolha as decis\u00f5es mais relevantes sobre conflitos de consumo proferidas por Tribunais portugueses e estrangeiros.<\/p>\n
Deixa-se, finalmente, registo de que ser\u00e1 muito bem-vinda a colabora\u00e7\u00e3o dos utilizadores do site que queiram participar no enriquecimento dos respectivos conte\u00fados. Essa contribui\u00e7\u00e3o poder\u00e1 assumir diversas formas, seja pelo envio de estudos cient\u00edficos que ser\u00e3o publicados se conhecerem uma avalia\u00e7\u00e3o positiva pela Direc\u00e7\u00e3o do Instituto, seja pela recomenda\u00e7\u00e3o de elementos bibliogr\u00e1ficos, legislativos e jurisprudenciais.<\/p>\n
Possa o presente s\u00edtio electr\u00f3nico ser de utilidade para todos os que se dedicam ao estudo e aplica\u00e7\u00e3o do Direito do Consumo.<\/p>\n
